Security Alert: Increased Kidnapping Risk in Western Mindanao
Location: Western Mindanao, including the provinces of Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay
Event: The U.S. Embassy in Manila alerts U.S. citizens to an increased risk of kidnapping for ransom in and around Western Mindanao, specifically Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay provinces. Terrorist and criminal groups continue to target foreign nationals, including U.S. citizens, with kidnappings, bombings, and other violent attacks. The U.S. government has limited ability to provide emergency services to U.S. citizens in large parts of Mindanao. U.S. government employees under the U.S. Embassy’s (Chief of Mission) security responsibility are required to obtain special authorization to travel to areas outside of Davao City, Davao del Norte Province, Siargao Island, and the Dinagat Islands.
Recommended Actions:
* Reconsider travel to Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay provinces due to ongoing terrorist and criminal threats.
* Exercise heightened vigilance and remain aware of your surroundings at all times.
* Maintain a low profile and avoid conspicuous displays of wealth.
* Consider varying routes and times when traveling.
* Avoid isolated areas, particularly after dark.
* Monitor local media and follow instructions of local authorities.
* Keep family and friends informed of your whereabouts.
* Enroll in the Smart Traveler Enrollment Program (STEP) to receive security updates.
