Message for U.S. Citizens:  Resumption of Limited Notary Services

The U.S. Embassy and Consular Agency in the Philippines will resume limited notary services on Tuesday, March 1, 2022, for the following documents only:

U.S. government federal forms;

Retirement benefit forms, including “Proof of Life” affidavits;

Loans, mortgages, and deeds for real estate transactions in the United States or third countries (not for real estate transactions in the Philippines);

Documents for submission to the Philippine government, excluding “Affidavits in Lieu of the Certificate of Legal Capacity to Contract Marriage.” 

We do not notarize marriage affidavits.  The Philippine Statistics Authority (PSA) will accept locally notarized marriage affidavits.  If you are planning to marry in the Philippines, have your affidavit notarized locally.  If your local Civil Registry office requests confirmation of this policy, please provide them with a copy of this message.  You can find the relevant PSA circular on our website, along with other important notary-related information.
